     SBDM Minutes

November 14, 2002

The Picadome School Community is committed to all students attaining the highest levels of academic achievement and responsible citizenship through equitable opportunities in becoming lifelong learners.

Darla Simms called the meeting to order at 3:25. Members present: teachers: Tammy Johnson, Juaacklyn Cunningham; parents: Tammy Lynch, Jeff Mefford; absent: teacher Bill McMakin., 

 I. The minutes of the October 24, 2002 meeting were read and approved with corrections.

 II. Senate Bill 168

      Vince Mattox, Fayette County’s SBDM / Equity Specialist, addressed the council on points of the bill pertinent to councils for closing the achievement gaps (see attached) This is the first layer of accountability.

 In the second layer of accountability, if a school fails to meet its Gap Reduction Target, the superintendent has approval rights over a school’s Professional Development Plan and Extended School Services funding.  

In the third layer; if a school fails to meet its Gap Reduction Target, the state can take approval rights over the school’s decisions.

 III. Budget

      Ms. Simms reported that SCIF printout has changed making it difficult to determine the percentage of funds used this year. She will ask Jane MacDowell  to look into this.

       Science budget: Charlene Ocelli and Debra Bodkin requested council to approve the Life Cycle live organisms budget. Ms. Simms reported that the amount needed was approximately $1.25 per child. Council agreed to approve the amount needed. Ms. Simms will report exact amount at the next council meeting.

 IV. Disaggregated Data

      Darla Simms gave  the Kentucky performance report. Because there were less than 10 students in the following sub groups, socio-economic, ethnicity, students with disabilities, (see Darla)

       Council looked at 5th  grade disaggregated data. Council must  target one or two significant gaps to address in order to  meet Senate Bill 168 requirements. Ms. Simms asked council to review this information for later discussion. She also reviewed the weights of each subject area of Kentucky Core Content Test.  (see attached) She also reported to council concerning the work done by staff during the required Professional Development Day on November 5, 2002. She reported staff findings and recommendations (see attached.)

 Ms. Simms gave council members a copy of disaggregated district-mandated Student Achievement testing data to review (see attached.) Discussion of data brought about questions concerning our ESS program.  Darla Simms will ask Mrs. Smith to come to next council meeting to address questions.

 The Budget and Personnel Committee is still working on the Hiring Policy. Tammy Johnson, Juaackly Cunningham and Bill McMakin will work with Ms. Simms during committee meeting times to revise the council’s By-laws.
